As I have answered to private email from originator, mine mentioned commit
changed imeplementation of kern.cam.boot_delay withing its original semantics. 
The fact that it is no longer possible to use it as workaround is pitiful, but
it does not mean it is wrong.  It is original problem that needs to be
diagnosed, not a workaround.

Hans, any idea what is going wrong with mlx4 driver here?
