Option 2: leave ARG_MAX untouched for IPL32 but increment for LP64

Option 2: discriminate ARG_MAX for different args but greatly increment the
value for others.

2X is enough to build Code Aster, but perhaps 3X is a better value(?). Illumos
uses ~4X for ILP32 (they don't support ARM) and ~8X for _LP64.
