bsnmpd returns wrong data in ipAddrTable:

$ snmpwalk -v 2c -c public 10.200.60.133 ipAddrTable
IP-MIB::ipAdEntAddr.0.0.0.0 = IpAddress: 0.0.0.0
IP-MIB::ipAdEntIfIndex.0.0.0.0 = INTEGER: 2
IP-MIB::ipAdEntNetMask.0.0.0.0 = IpAddress: 0.54.120.0
IP-MIB::ipAdEntBcastAddr.0.0.0.0 = INTEGER: 0
IP-MIB::ipAdEntReasmMaxSize.0.0.0.0 = INTEGER: 65535

This has been previously reported in bug #195445 and bug #203264 which both
appear closed as fixed in 10.2, but this persists (at least in 11.0-CURRENT).
