If I understand correctly, the main points are:

1. The "HELP on system configuration" (handbook?) is not mapped to the specific
FreeBSD version.
2. There's a lot of incorrect information about localization on the Internet,
suggest to update the localization guide to start with choosing csh and setting
"Class: russian" using chpass.
