RACCT/RCTL support is not included in GENERIC image for ARMv7 kernel and I
think it'd better be there.
To reproduce just get the GENERICSD image and run it on an ARMv7 device and try
to use RCTL, you'll get the following error:
rctl: RACCT/RCTL support not present in kernel; see rctl(8) for details
