I am sorry for the noise on Bugzilla. Everything works as intended, despite
blacklistd is not much documented. I looked into the code, have run it in with
debug a few times and at last found that I had the wrong configuration. It has
to be in the format:

# adr/mask:port         type    proto   owner           name    nfail   disable
[remote]
[2001:x:x::]/48:ssh        *       *       *               =       *       *

My mistake was putting /prefix into brackets. 

Thanks for merging this great software from NetBSD and let me apologize for the
noise I have made here once again.
