vfs.zfs.arc_max = 0.6 * RAM
by default, at least on 1/2/4G RAM.
Tune to 0.5 * RAM in /boot/loader.conf (and reboot) has no effect in my case.

Remember that you need to occupying all physical memory, and almost the entire
swap space, to reproduce this problem.
