When rebooting the power8 machines (pylon and archon), the host will fully
shutdown and hang after issuing the OPAL reboot command.

I can see similar behavior from the debugger when I try to reset the host as
well.  I'm trying to update petitboot on these machines to see if that's a
cause, but they are resisting.
