Ah, got it, thanks!  I'm not familiar with NetBSD IPSec work and don't know how
much is shared.

Based on a 20 byte MAC like HMAC-SHA1 working and an 8 byte alignment
requirement, it seems like a 224-bit (28 byte) MAC like HMAC-SHA2-224 should
have the same alignment.  Have you tried that one?
