Patch improving the manual page of timeout(1)

Changes:
 * Add an SPDX tag.
 * Bump the date of the last modification.
 * Do not use angle brackets for required positional arguments.
 * Note that timeout is not going to time out if the duration argument is set
0.
 * Remove style from signal names.
 * Clarify what is the expected format of time-related arguments.
 * Improve wording and formatting.
 * Fix some typos.
