Maybe I did not pay attention to this before, but it seemed to me that the fwd
did not miss the traffic.

But if this is the case, why does it skip according to the rule allow tcp from
10.0.12.117 to any dst-port 80, and not according to the rule allow tcp from
10.0.12.117 to 151.248.119.216 dst-port 80?

because such redirection implies the exclusion of all but ip for redirection.
