Virtual machine console displays the following message:

HV_VSS: error: 16

Unable to log in to VM via SSH or console, and no network services are
operational.

Hyper-V Host is Windows Server 2016 with June 2018 Cumulative Update installed.

Workaround is to disable Backup (volume checkpoint) in Integration Services for
