I did some testing in a VM and "pw useradd .." does create a user with a home
directory of "/home/..".  "pw userdel .." didn't seem to do any harm, but is
obviously suboptimal.  Possible additional flags could lead to problems.  I've
added a review for a patch to fix this at: https://reviews.freebsd.org/D13801
