[Bug 222126] pf is not clearing expired states

The purge thread is there:

The dtrace script fails:

dtrace: failed to compile script ./pf.dtrace: line 3: probe description
fbt:pf:pf_purge_expired_states:entry does not match any probes


The kernel configuration is mostly just GENERIC with plenty of unneeded drivers
removed, but VIMAGE is enabled and "device pf" as well.
