avoid -mlongcall use for clang; use it for gcc

It is possible since clang 3.9.1 has -mlongcall that the
history of not having it will be sidestepped and it will
just always be used.

But I've done no test with clang and -mlongcall since I
set things up for clang 3.8.0 experiments to also be
valid back then and have kept things that way.
