The correct value for FTP_PROXY (and HTTP_PROXY) in your case is either
"http://192.168.1.1:3128/" or simply "192.168.1.1:3128".

Arguably, libfetch should either reject or ignore a non-HTTP proxy URL, but
that is a different issue.
