In a qemu VM, when trying to have networking using the virtio-net-device
device, assigning an IP address to the vtnet0 device gets ifconfig stuck in an
uninterruptable state.

Tried it with qemu 2.8.0, 2.8.1 and 2.9.0.

Should be easy to reproduce, just add a vtnet device into a qemu-system-aarch64
VM, and try assigning an IP.
