[Bug 205663] clang++ 3.7.1 gets Bus Errors during compilation on arm that has SCTLR bit[1]==1 (alignment required)

Clang 3.8.0 does not have this problem.

And also recently 11.0 enabled more misalignments: SCTLR bit[1]==1 is no longer
in use.

Clang 3.8.0 was in use  for some time before this change and was not getting
bus errors.

3.7.1 is no longer relevant for 11.0.
