Quick and dirty patch to try

Hi, could you try this one? It stops crashes for me on my CI20 whereas before
it panicking reliable on every nfsroot boot. It does appear to me that arp code
assumer that callout_stop on the timer that was never started should return 0,
which is not true somehow.

Admittedly, I did not keep tabs on recent callout refactorings, so I cannot
make the final determination about the validity of the patch.
