Sorry, I forgot to reply earlier.  This is really odd.  Can you get 'pciconf
-lc' output under a working kernel?  What's really odd is that the bit of code
that checks for capabilities (that is looping here) hasn't changed in 10.x (not
in a long while actually).

I've pushed a hacky workaround to the branch so you can try building a new
kernel after a git pull to see if that boots.  However, the PCI device here is
violating the spec and I want to figure out why (hence the 'pciconf -lc'
request).
