To support reproducible builds of FreeBSD we need to be able to produce
byte-identical output from identical input for all files produced by the build.

makefs needs an option to control the timestamps emitted in its output, either
by allowing the user to set an explicit timestamp or allowing timestamps to be
set to the epoch or similar.
