call setlocale()

setenv LC_ALL de_DE.ISO8859-1

With patch
% /usr/obj/usr/src/bin/mkdir/mkdir foo
mkdir: foo: Datei existiert bereits

Without patch
% mkdir foo
mkdir: foo: File exists
