Add "syslogd_altlog_proglist" for rc.conf

When bind left base, altlog_proglist="named" was removed in r257694
(https://svnweb.freebsd.org/base/head/etc/rc.d/syslogd?view=patch&r1=257694&r2=257693&pathrev=257694).

For the past-bind-epoch, this simple attached patch makes syslogd_precmd()
containing less dead code ;-)

I've ever since used syslogd_altlog_proglist in my rc.conf to get syslog socket
for chrooted daemons like isc-dhcp and bind (with a slightly different patch).
This is a nice thing to have, IMHO.
