Please try the patch (relative to stable/10) from
https://github.com/bsdjhb/freebsd/compare/stable/10...bsdjhb:pr_198062.diff . 
It doesn't fix anything, just adds more tracing to try to narrow down where it
hangs.  You don't need boot -v as it turns on verbose for all the PCI messages
always.
