Trying to setup carp on a vlan interface on the tplink 1043nd (MIPS) fails:

Stuck in INIT state and no mcast packages in tcpdump.

I observed the same on a Pi (ARM) and a virtualbox instance with e1000
interface (am64), though those could not be easily reproduced. Configuring
with/without specifically putting the interface in a up state, I've read about
this on the ML.
