make zfsboot set pmbr active flag if booted via BIOS

The attached patch changes zfsboot ("ZFS Auto Mode" in the installer, not
guided/manual mode) to set the pmbr active flag if the machdep.bootmethod =
BIOS

This needs testing by those with applicable hardware.

I'll try to generate a .ISO with these changes later tonight.
