Please let me explain the current state of these two fields in GNATS.

The very short version:

  No one pays any attention to them.

The longer version:

  FreeBSD is a volunteer project.  To my knowledge, no-one is being
  paid to work on general PRs.  Certain people do get paid to work
  on problems that affect their own companies' FreeBSD instances.
  However, this is the exception, not the rule.

  The second problem is that the values of these fields have been
  abused so often as to become completely meaningless.  If every
  problem is Severity = critical, then really, no problem is critical.

  In the past I have tried to restrict 'critical' to 'known security
  hole' or 'corrupts data on disk'.  But I think I am the only person
  even trying to triage the fields to that point.

  'Priority' is beyond hope.  Really, except in an organization where
  people are paid to work on PRs, this is meaningless.  There is no
  penalty for anyone working on PRs in any priority order, or even
  not working on PRs at all.

I'm sorry, but this is just the nature of a project that is primarily
driven by volunteers.  With 7960 total PRs outstanding, there is simply
no way to work on them all.

My hope is that in whatever replaces GNATS, these two fields will be
deleted.  They give a false hope that changing the values has any
effect.
