>Description:
	I did (on a 10.0-BETA2 amd64 system):

	freebsd-update -r 10.0-BETA3 upgrade
	freebsd-update install
	shutdown -r now
	freebsd-update install

	Then /var/empty was missing and sshd failed to restart.

	mkdir /var/empty
	chmod 555 /var/empty

	fixed it.
