Spanish Dvorak keymap don't see it

Dear FreeBSD bugs mailing list,

I made a Spanish Dvorak variant to FreeBSD since August 2011, and I
thought this will be include on FreeBSD 9.0-RELEASED, but I didn't see
it.
Why wasn't added to FreeBSD OS?
