misc/173076: New Port: sysutils/jail another rc-script for jails, this time for jail.conf jails

After I messed this PR up (you shouldn't write PR if overtired) I've
decided to withdraw it and submit a new one. This time with the right
description, a working shar file and a new version with some bugfixes.
This PR can be closed, sorry for the noise.
