the definition of the iconv (3) function is wrong, FreeBSD appears to adhere to the gnu iconv

specifies it to:
size_t iconv(iconv_t cd, char **restrict inbuf,
size_t *restrict inbytesleft, char **restrict outbuf,
size_t *restrict outbytesleft);
notice how the definition of the second parameter is not (const char**).
