pkg_add -r on RELENG_7 detects the wrong version pointing to the wrong location from where pkg_add wants to fetch. The location is packages-7-current which should be packages-7-stable.

cvsup to RELENG_7 and run pkg_add -r

It is fixed in RELENG_7_0; in /usr/src/usr.sbin/pkg_install/add/main.c as of revision 1.73
