To reiterate, over the years so many people have declared problems to be
'critical' that most of the developers have concluded that the field is
not meaningful.  I've tried to correct that perception by demoting PRs
that aren't a "stop-ship" kind of problem (e.g. affects FreeBSD on all
architectures; data loss; and so forth) one level down.  However, I don't
think most of the developers have picked up on this.

Having said that, the closing of bug reports in FreeBSD is totally driven
by volunteers, so there is no real inducement for anyone to work on any
particular problem.  This is both the weakness, and the strength, of the
open-source model: no one is _obligated_ to work on any particular problem,
but anyone _can_ (e.g. by sending patches and thus eventually proving that
they should be given a commit bit).

I'm sure that's not the answer you want to hear, but it's a reality of
volunteer projects.
