When initially running dhclient, the DHCPREQUEST is
broadcast as expected.  The renewal requests appear to
be unicast (as they should be), but in this case, go
unanswered.

I'm resumbitting this report (please see bin/96018 for detail)
with an increased priority, because this is problematic and has
not yet been addressed
