I guess this is not an axact answer to the question even if the related 
problem is not a bug

The described happens because empty root password but depends on kdmrc 
settings

you can control the behaviour by setting kdmrc values

AllowRootLogin=true
AllowNullPasswd=true
NoPassUsers=

and probably if desired
AutoLoginPass=


and you can normally ever shut down the X session by "ctrl+alt+backspace"
