/etc/rc.d/localpkg stops rc-scripts even if the keyword "shutdown" isn't present in the scripts.
>How-To-Repeat:
Install a port which utilizes a rc-script (for example gdm). If the keyword "shutdown" is present in the rc-script remove it.

The start and stop using /etc/rc.d/localpkg {start|stop}

The rc-script is stopped even though the "shutdown" keyword isn't present.
