Bitlbee is an IRC-to-IM gateway that support multiple protocols. Because the IRC protocol is really simple when it comes to graphical features (buddy icons, smileys, etc), Bitlbee doesn't support these.

There's a patch available on the internet that allows you to specify a filename where Bitlbee should get its buddy icon from.
