kern/71474: route lookup does not skip interfaces marked down

Right, if this worked, it would be an acceptable work-around (though
certainly not a propoer solution). Unfortunately, it does not.

# route add 192.168.1.0 192.168.0.1 -iface gif1
route: bad address: gif1
