I'm done resetting stale PR assignments (I hope)

All the previous messages were reassignments of PRs that were still
assigned to people without current commit bits. These PRs were
probably Well And Truly Stuck. Most of them are years old, so they
probably no longer apply (at least we can hope so).

Sorry for the noise, but there's no other way to go about doing this
with GNATS.

A reminder: for anyone removing someone from the 'access' files, it's
probably a good idea to check for assigned PRs and source-code locks
when doing so.

Finally, all this was run by -core, if anyone is concerned about it.

We now return you to our regularly scheduled program of 'modern' bugs,
already in progress.
