bin/59638: passwd(1) does not use PAM to change the password

I have a server with pam_ldap and nss_ldap. Everything works fine, 
except for changing passwords.

/etc/pam.d/passwd contains:
password        sufficient      /usr/local/lib/pam_ldap.so
password        required        pam_unix.so             no_warn 
try_first_pass nullok

As I understood this is a known issue:
