Attempting to access FTP servers outside of the local area network, which uses
the FreeBSD machine as a gateway, fails from every machine except the gateway
itself. All other services _seem to_ function normally. IPFilter is used on
the gateway for firewalling, and dummynet for bandwidth limitation.
>How-To-Repeat:
This occurs when dummynet is, via ipfw rule, set to limit the bandwidth of both
incoming and outgoing traffic. If it's set to limit ingress only, accessing
external FTP sites functions normally from any system.
