When ipmon, the ipfilter logging daemon, is set to start upon bootup via
ipmon_enable="YES" in /etc/rc.conf, it fails to write its pidfile to
/var/run/ipmon.pid, as it should and does when run manually.
Note: this problem did not exist in prior releases.
