If it's a separate project with its own releases, then bug reports
should go there.  This third-party code is usually imported into
/usr/src/contrib or /usr/src/crypto in FreeBSD.

I'm not sure what you mean here.  In the case of your PR, only the
BIND developers are likely to know about the status of the bug and
whether it has been fixed in a later release.

OK, glad to hear it.  It's usually helpful to follow-up to your PRs
when you solve them, to indicate that they can be closed.
