I'm using usb3-connected zfs on rpi4/8GB with no issues. I didn't have
*exactly* your issue, but it was a while ago. In my /boot/loader.conf I
have this:
[...snip...]
# zfs, ufs, booting on rpi
vfs.root_mount_always_wait=1 # give usb time to settle before zfs
kern.cam.boot_delay="20000" # 20s delay for usb3 spinning rust settling
[...]
disk is usb3-connected ADATA (2TB) and is powered by the pi.
I think you have zfs-on-root? mine isn't, this boots from the micro-sd.
