I`m using a 'special hacked version' of u-boot-2019.10 but I would be
surprised if the version from sysutils/u-boot-rockpro64/ would use 1500000
... 
'minicom -D /dev/(yourdev) -b 115200 8N' does it for me. 
UART is the same as on the Original RPI : Pin 6 : GND / Pin 8: TX / Pin 10:

you must connect TX to RX on the other device(USB->UART or another SBC like

to add: connecting the RockPRO64 directly to e.g. RPI via UART will allow to
use 1500000 if that's really set in sysutils/u-boot-rockpro64/ 
but be careful: because of a misdesign of the RPI one wrong metal-touch on
the 5V will burn the RPI-chip.
