Another reboot hang

Recently I've been observing hangs on reboot for RPI2.
Here's an example from r298542. It had just finished building 298591.
The previous two or three reboots were successful, prior to those
hangs were observed several times. All attempts to reboot via ssh
have been successful.
Here's the backtrace:
