Pogoplug V4 88F6192 TCLK problem

My first time making changes to freebsd so I’m a noob about standards and procedures. I have a working kludge at  https://github.com/freebsd/freebsd/commit/01da3228908bfc2171daaa495ccfb0430ed60fb3

Would it be better to figure out how to submit a change request or submit a bug/enhancement request?
