We don't ship with a loader.rc capable of reading loader.conf. For an example, see amd64/i386 where we load loader.4th from loader.rc and loader.4th reads loader.conf.

We might also need to ship boot/defaults/loader.conf or something like that. My Forth skills are non-existant but we might not need something as complicated as i386/amd64.
