CFR: ACPI SLIT (domain locality) parsing

Hi,

I've put together a simple patch to parse the SLIT (domain locality)
information from ACPI.

I'd like to push this into -HEAD soon so I can continue poking at
other NUMA-y bits that I'd like to land in -HEAD.

I'd appreciate comments/feedback.
