Ok. Thanks for your feedback thus far.

I'm going to commit the header as-is so I can make a final push to get
these changes into -HEAD. I'd like to go through and properly fix up
the sys/socket.h changes before I MFC the lot to stable/10 so I don't
create more work later on.
